Reimagining a Future State Experience of a Legislation System
The Design Challenge: How might we modernise the policy-making process so that legislative work becomes more transparent, collaborative and traceable across institutions and stakeholders?
Working with policy teams, we mapped the end-to-end legislative journey — from draft proposal to inter-service consultation, legal review and publication — and identified where workflows slow down, where accountability fragments, and where a digital platform could create clarity without adding bureaucracy.
From policy intent to implementation.
We worked with policy teams to map how regulations move from draft to operational reality, surfacing where process friction slows decision-making and where digital tooling could make the journey transparent.
A clear process, designed with civil servants.
The design was grounded in actual workflows: committee input, legal review, inter-service consultation and publication. Each stage was reframed as a service moment with clear inputs, owners and outcomes.
A path to a modern policy platform.
The engagement culminated in a structured recommendation and RFP scope for ServiceNow, aligned around workflow automation, stakeholder collaboration and transparent reporting for policy making.

The vision translates into a phased implementation: a connected ServiceNow policy workspace that unifies drafting, consultation, legal review and reporting into one transparent, accountable system.
